Summary
The implementation of electronic platforms in the Portuguese Public Administration is crucial for its modernization and for the fulfillment of European Union Directives. The focus for this project is an evaluation of the adoption, implementation and impact of electronic platforms used by Public Administrations, both at the central and local levels, while taking into consideration the transformation, efficiency, efficacy and quality of the available Public Services.
Our objective is to analyze of the evolution of these platforms and to look into the implementation, in the Portuguese Public Administration, of concepts such as e-government, e-health, e-learning, e-participation, e-democracy and e-citizenship.
Among the platforms included in this research are platforms used for contracting and public purchasing, school management and administration, health management and administration, local administration and innovation, online learning and formation, electronic vote and others. Also of relevance are the uses of social networks by Public Administrations.
Considering the ever increasing use of smartphones and tablets, we aim to explore the introduction of mobile technologies in the Portuguese Public Administration as a possible enabler of modernization and innovation, working towards the improvement of the quality of services available and communication with citizens.
