The Fulbright Commission was created in 1960 by a diplomatic agreement signed between the Portuguese Government and the Government of the United States of America. Since then, the Commission has been administering the Fulbright Program of Educational Exchange in Portugal, which aims to promote mutual understanding between two countries through its threefold mission in the fields of education and science, providing opportunities for the exchange of teachers, researchers and students. The Fulbright Commission also provides quality guidance and information on the education systems of the two countries, and organizing initiatives that foster knowledge sharing.
The Fulbright-Schuman Program, administered by the Commission for Educational Exchange between the United States of America, Belgium and Luxembourg, is jointly financed by the U.S. State Department and the Directorate-General for Education and Culture of the European Commission. It offers scholarships for study, research, and lecturing in the United States. Grants are open to all academic fields of study, but must relate to U.S.-EU relations or EU affairs.

In addition to these grants, the Fulbright Schuman Innovation Grants support research at the intersection of technology and policy. Applications that fit the description of the Innovation Grants will automatically be considered during the current application cycle; no separate application is necessary.
